Imagine that the city where you live has just spent millions of dollars to establish the best park residents have ever experienced. The park is beautiful and has been designed to allow visitors to play a variety of sports, exercise, and relax. There is also a paved road that cuts across the park for bicycling, running, and walking. The city council wanted to make sure that everyone who used the park could do so undisturbed by noise, traffic, and pollution so posted at every entrance to the park is a sign:

NO VEHICLES IN THE PARK

The law is short and clear. Parents want to take their kids to play in the park. One child would ride in a stroller and the other would ride in an electric powered toy jeep. Would they be allowed in the park?
